Temporary structures are intended for short-term use and should be easily removable, such as tents or caravans.
Prefabricated houses are fixed to the ground and their proper functioning requires connections to water supply, sewage, electricity and telecommunications networks.
The construction of prefabricated or modular houses is not exempt from a building license, just like other types of structures, built from scratch on site. This also means that for these constructions, one needs to present an architectural project for approval by the local authorities, and other competent entities where appropriate.

The main advantage of prefabricated structures over other buildings is not the simplification of legal procedures, but the construction phase.
